The Board of Metropolitan Police Commissioners accepted a memorandum of understanding (MOU) resolving a grievance filed by the Fraternal Order of Police (FOP) over promotional policy changes adopted May 9, 2025, and ratified the department's promotional list for corporals and sergeants.
The commission's counsel told the board that the grievance was timely filed concerning the May 9, 2025 promotional policy changes. A meeting to resolve the grievance included the town president, the commission president, local FOP members (at least five), and a state FOP representative. Counsel said the meeting lasted more than an hour and a half and ended with the FOP indicating it would withdraw the grievance and the parties executing a signed MOU effective through the end of the year. The transcript states the collective bargaining agreement expires Dec. 31, 2025, and negotiations restarted in June.
Following counsel's summary, the board voted to ratify the promotional list for corporal and sergeant. Commissioner Coutinho (motion) and Commissioner Rich (second) moved to ratify the list; a roll-call vote recorded Commissioners Rich, Pollack, Catino and President Polling voting yes and the ratification passed.
Meeting discussion, as reported by counsel, described that although the grievance alleged the promotional policy conflicted with the collective bargaining agreement, the FOP ultimately withdrew their objection. The MOU as described in the meeting is time-limited through the end of 2025; no text of the MOU was read into the record during the meeting and the commission did not provide the MOU's full terms in the transcript.
