Maryville council approves revised parks fees, wage changes and reestablishes HAZMAT fund

Maryville — The Maryville Town Council on Aug. 12 approved several ordinances that change town fee structures, adjust selected staff salaries and formally reestablish a hazardous-materials fund, the council said during its regular meeting at Town Hall.
The council approved Ordinance 25-17, which revises Chapter 13.5 of the Maryville municipal code to update the parks and recreation fee schedule; Ordinance 25-24, which corrects errors and modifies planning and building department fees; Ordinance 25-22, which amends the town wage and salary ordinance to modify several positions; and Ordinance 25-23, which reestablishes the HAZMAT fund and assigns certain existing fees to that account. All votes were recorded in roll call and passed unanimously, 7-0.
Council approval follows committee review and staff adjustments. "We needed to look at the way the fees were calculated with permit tracks as well as we used the calculator, and so we needed to look at that," Sheila Shine, planning and building director, said during the meeting, referring to the planning-and-building fee updates.
The wage-and-salary ordinance changes cover a fire inspector, court and clerk staff positions, and job-title clarifications in the parks department and town administration; the ordinance text was described to council members as a routine adjustment to align titles and pay bands with current duties. The HAZMAT ordinance defines the fund’s purpose consistent with state law and directs certain collected fees to that fund.
In addition to the ordinances, the council approved a resolution transferring appropriation balances among classifications in the streets department and related funds; the net fiscal effect of the transfer was zero, the clerk said.
Roll-call votes listed Vice President Neal, Councilwoman Haynes Edwards, Councilwoman Chandler Felton, Councilwoman Uslak, Councilman Pettit, Councilwoman Hardaway and President Bella as voting yes on the ordinances.
The council chair and staff said the changes are intended to update fee calculations, ensure proper fund accounting and keep town pay scales aligned with job duties. The ordinances take effect according to the dates and procedures in the town code.
The council’s next meeting is scheduled for Aug. 26 at 6:30 p.m.
