Council holds required public hearing on 2024 CDBG CAPER performance report

Eden Prairie held a public hearing on Sept. 2 as the first of two HUD-required hearings on the city's 2024 Consolidated Annual Performance and Evaluation Report (CAPER) for Community Development Block Grant funds. City staff said the CAPER covers the program year ending June 30, 2025, and provides a public opportunity to comment on the city's accomplishments against goals in its consolidated plan. The hearing was procedural; staff said the CAPER and consolidated plan are available in the meeting packet and online for review. No members of the public provided comment during the hearing and the council moved to close the hearing. Staff noted the CAPER process provides accountability to federal funders and an opportunity for residents to comment if they believe federal funds are not being spent appropriately.
