The Eden Prairie City Council on Sept. 2 held a public hearing and approved the first reading of an ordinance for a planned-unit development (PUD) concept review to allow a roughly 1,100-square-foot addition to Prairie Village Pet Hospital at 7815 Terry Pine Court. Applicant Alan Hupp told the council the expansion will increase the building's square footage by about 50 percent (remodeling roughly 2,000 square feet and adding 1,100 square feet) and improve clinical workflow and client-facing areas. The national operator CareVet is the tenant and will sign a long-term lease after the development — Hupp said CareVet is “one of their top performers.” Two waivers were requested and recommended by the planning commission: a waiver to exceed impervious surface limits and a waiver to allow parking into a setback area (the plan increases parking from nine to 14 spaces). Hupp said the site will still have more green area than adjacent properties and that a rain garden and a retaining wall replacement were added to the plan after planning commission review; staff confirmed the retaining wall will be replaced and that a rain garden is a required part of the permeability strategy. The council directed staff to prepare a development agreement incorporating planning commission recommendations and council conditions. The motion to close the public hearing, adopt the PUD concept resolution for the 0.46-acre site and approve the ordinance first reading passed unanimously, 5-0.
