Staff described the contract as a temporary measure while the city prepares a competitive procurement for ongoing SCADA support.
Background and rationale Staff recounted prior SCADA upgrades performed by the vendor and said the current amount would allow the city to place routine support and troubleshooting on a formal contract rather than continuing informal work. The vendor previously assisted with recent system updates and with troubleshooting after the rehabilitation of Well 7 and chlorination system adjustments.
Action and outcome The council authorized the mayor to sign a contract with Control Systems West in an amount not to exceed $50,000 for FY 2025–26. Staff said they will issue a formal request for proposals and aim to return to council with procurement results within two to three months.
Next steps Staff will run a competitive procurement for regular SCADA support. If Control Systems West wins the competitive bid, the short-term contract will be replaced by the new award; if not, the city will terminate the temporary agreement at the end of the interim period.
