Capital projects update: East Blas 3–4 on budget; East Blas 5 collections not yet started

- Contractor market and minority participation: Staff reported healthy contractor interest for several bids and said a minority-owned contractor participated on recent projects, which district representatives highlighted.
- East Blas 5 collections: A board member noted that, although voters approved East Blas 5, the state has not yet permitted the district to begin collecting those SPLOST (penny) proceeds; staff said no funds are available yet for E-Blas 5 projects.
