Lawrence board releases developer bonds, accepts subdivision improvements
The City of Lawrence Board of Public Works and Safety on Sept. 11, 2025 voted to release developer bonds and accept public improvements for Woods at Indian Lake Section 3 and Spring Run at Winding Ridge Sections 7A, 7B and 7C.

Renee Rafala, director of public works, told the board that the Woods at Indian Lake project was finished several years ago but the developer had not previously requested bond releases. Rafala said, “The woods at Indian Lake, this project was completed several years ago, and the developer realized that the bonds had they had never request that they be released. So we went out and we did an inspection of all the improvements that are listed. They made repairs to anything we needed, and we are now ready to release those bonds.”

City staff listed the categories of bond security considered for Woods at Indian Lake as storm sewer, signs and monuments, sidewalks, common walks, erosion control, concrete curbs, asphalt and asphalt base. For Spring Run at Winding Ridge, staff said the developer completed sidewalk, erosion-control and street-sign improvements for Sections 7A, 7B and 7C.

“Same situation, same developer,” a staff member identified in the meeting as Missus Verfala said when presenting Section 7A. “They realized the bonds had not been requested to be released. They've done all the improvements that we asked them to do. So today, we're asking for release of sidewalks, erosion control, street signs, and Spring Run Section 7 A.” Missus McFarland made similar comments when presenting the other Spring Run sections, noting the requested releases followed inspections and required repairs.

Each item was moved, seconded and approved; the minutes record the board’s assent with members saying “Aye” and the chair announcing “Motion carries.” There were no questions from the public during the meeting and the city’s corporation counsel had no comments.

The board adjourned after completing the agenda.
