Board moves building-project list to old business for county debt plan review

The New Hanover County Board of Education approved a motion to move the district’s comprehensive building-project list from the consent agenda into old business so members have more time to review the package before the district submits projects to the county’s debt-issuance planning process.
Finance, capital and bond committee members told the full board they have completed a ranking exercise and will meet to decide which projects they will recommend. Committee leaders said they will return with a prioritized recommendation for the full Board to consider before any requests are submitted to the county commissioners for inclusion in the county’s debt issuance plan.
Board members and staff described the list as comprehensive — roughly the total portfolio of projects the district might request funding for over a multi-year horizon — and said moving the item out of consent would allow better public discussion of priorities, project costs and proposed phasing. Finance committee members said they will present committee-ranked options and a proposed timeline for projects under consideration for county debt or bond funding.
Board member David Perry called for more detailed project documentation for noncommittee members; Chief Operations Officer Dr. Morgan and other staff agreed to circulate a more comprehensive project list and a committee ranking to every board member before the committee meeting.
The board voted to move the item out of consent into old business; the chair set aside 15 minutes for the discussion at an upcoming meeting to allow committee members to present their recommendation and for the full board to debate priorities and phasing.
