Tobias said the city contracted JEO to update an ADA transition plan originally written in the 1990s. He described JEO—s draft as "very thorough" and said it catalogs locations, photos, GPS coordinates, cost estimates and a prioritization of fixes; Tobias said the draft runs about 135 pages. "So it's very thorough, very good. It's lengthy. I think it's a 135 pages," Tobias said.
On the trail to the homestead, Tobias said staff are working through an environmental review and related federal paperwork. He also described a procedural item connected to Riverside Park: federal requirements led staff to fill out a form that effectively has the city grant itself an easement so the city can perform the work; Tobias said the city agreed to complete that step.
Tobias reported that demolition bids are due back to the city in about two weeks and that the bid package includes a burned house on Eleventh Street between Monroe and Park and other related work such as filling a basement at 1902 Lincoln. "Part of the package that's gonna fill in the basement at 19 Lincoln," Tobias said.
On local street projects, Tobias and councilmembers discussed weather delays affecting concrete pours and schedule slippages for multiple contracts. He said contractors had prioritized opening a main line before school started, which delayed sidewalks and some intersection work. Tobias also reported crews installed an area inlet and connected drainage tile at the northwest corner of an elementary school site; when councilmembers rode by, they saw the inlet in place and water puddling after rain that cleared the next day, which staff interpreted as evidence the drain was functioning.
Councilmember questions also raised a proposed $45,000 engineering study to find a bike-trail route from Hannibal View to Beatrice Lumber; Tobias said the study would look for a path alignment and that the $45,000 figure was the engineering firm—s quote for the study alone.
Ending: Tobias said staff will bring the ADA transition plan and any study or bid results back to the council for review in coming months as budget and meeting schedules allow.
