Council approves CDBG application, including $15,000 local match, to update comprehensive plan

At the Sept. 2025 meeting the Beatrice City Council held a public hearing and adopted Resolution No. 7615 to submit an application to the Nebraska Department of Economic Development for a Community Development Block Grant (CDBG) public-planning grant to develop a new comprehensive plan.
Hannah (city staff, budget presenter) told the council the city’s current comprehensive plan dated to 2001 with piecemeal updates and that a new plan would be a long-term policy guide for physical and economic development. She advised that the grant announcement previously cited a $50,000 award with a $10,000 local match but said she was informed that the city’s required match for this application will be $15,000: "I've been informed today by SIN that it is a $15,000 match on our part." Staff said the grant application will be submitted if council approved the resolution and that the city would wait to learn whether the application was awarded.
Council voted to adopt Resolution No. 7615 to authorize the application and any necessary documents; the motion passed 5–0. The council also noted that if awarded, the project budget and scope would follow the usual CDBG application and administration process.
Ending: The council approved submitting the CDBG public-planning grant application and set the $15,000 local match as part of the proposed application requirements; the award decision will be determined by the state program.
