Board hears county request to discuss easement for proposed EMS building and possible land deed to Humane Society

Stanley said the county’s initial request is informal and that the Virginia Department of Transportation (VDOT) would not permit an entrance on Route 24, so the county is seeking access via Dennis Riddle Drive; he said the county also proposed clearing a strip of trees for visual/sight-line and maintenance reasons. Board members asked questions about traffic, bus routing, whether the access would be restricted to EMS vehicles, and who would be responsible for any road improvements; several board members said they would not want maintenance or infrastructure costs to fall to the district. One board member suggested the supervisors might instead locate the EMS facility on other county-owned acreage that is contiguous to roadways. On the humane-society parcel, Stanley said the district owns the property currently occupied by the Campbell County Humane Society and that the county asked whether the board would consider deeding or granting an easement for approximately two acres so the Humane Society can construct a new shelter and park. Board members emphasized preserving district access, asked that any new road work not fall to the school budget, and asked staff to get a formal request with maps and conditions. Stanley said he would return with an official request and additional information for the board to consider. No formal deed, easement or transfer was approved at the meeting; district staff will follow up with the county to obtain formal proposals and clarify responsibilities for road and infrastructure costs.
