The State Parole Board denied parole for Kenny Young, 731231, after reviewing his institutional record, outstanding required classes and strong written opposition from law enforcement and the victim.
Melanie Book, a Department of Corrections transition specialist, told the panel Young had been at Concordia since October 2023, had no write-ups and participated in the facility's auto shop and the faith-based dorm. Young told the board he had completed faith-based programming and some classes but that he still needed sex-offender programming; staff told the panel long wait lists had prevented placement in that treatment.
Board members noted heavy opposition from the district attorney, the judge, the chief of police and victim letters from the victim (now 22) and her father. Citing the seriousness of the underlying convictions, outstanding required classes and the strong law-enforcement and victim opposition, the panel voted to deny parole. The board also recommended moving Young to a location where he could receive the required sex-offender programming so he can reapply after completing it.
Decision: parole denied. The board directed staff to consider transfer for programming and reiterated the need for Young to complete the statutory and programmatic requirements before reconsideration.
