The Louisiana Committee on Parole denied parole Sept. 11 for Mark Ethan Edmond, DOC 750712, who is serving an aggregate sentence stemming from convictions that the board read into the record as unauthorized use of another vehicle, obstruction of justice and carnal knowledge of a juvenile. The hearing took place in a hybrid session at Grandland State University and linked remote locations including Washington Parish Correctional Center.
The board heard Edmond describe his in-prison rehabilitation and job training. “I was able to rehabilitate myself,” Edmond told the panel, and he noted he had completed an offender treatment program and had four welding certifications. His mother, Latonya Edmond, and sister, D’Tanya Edmond, urged the board to return him to the community so he could help care for family members, including his mother, who said she has cancer.
Probation and facility staff reported Edmond’s recent behavior and education. Officer Debbie Marshan told the board Edmond enrolled in a welding program in March and “he’s been very quiet and doing exactly what he’s supposed to do.” The board also reviewed Edmond’s prior record and the offenses the chair read into the record, including the juvenile-related charge and the obstruction matter discussed in the hearing.
Board members weighed Edmond’s program completion against the gravity of the offenses and the opposition cited by law enforcement and prosecutors. Board member Chuck Phillips noted extensive opposition from law enforcement, the district attorney and victims and said he would deny parole. After discussion, the board voted to deny Edmond’s parole.
The panel recorded that Edmond’s prison release date remains his full‑term date of April 14, 2027, and that his prior parole eligibility and good-time dates were considered during the hearing.
The board’s denial ends the hearing; family members were allowed to address the panel and Edmond will remain incarcerated pending the next eligibility or administrative relief.
