The Waupaca Common Council adopted Resolution 15-82 Tuesday, a final resolution authorizing sidewalk replacement and levying special assessments against benefited properties. Justin Behrens, director of public works, told the council the work has been completed, measured and priced and that the final assessed amounts replace the estimates presented in the April preliminary resolution.
Why it matters: Property owners identified in the resolution will be assessed for the sidewalk work, and state statute governs payment options and installment schedules depending on the assessment amount.
Behrens summarized the statutory payment rules he said apply: assessments under $100 must be paid within 30 days; assessments between $100 and $500 may be paid in up to five annual installments; assessments greater than $500 may be placed on the tax bill for up to eight annual installments with interest. He pointed council members to the table in the packet (page 47) listing properties, owners, parcel IDs and final measured assessment amounts.
Action: Eric Olson moved and Dave Peterson seconded approval of Resolution 15-82. The council adopted the resolution by roll call (nine ayes). The clerk noted the plans and specifications were on file with the clerk’s office along with the estimates.
Implementation: The assessed amounts will be charged to the listed property owners and, where applicable, placed on tax bills with the installment and interest options outlined in the staff memo and state statute.
