Council approves street closures for Halloween on Main Street event Oct. 24

The Waupaca Common Council voted Tuesday to approve street closures for the Halloween on Main Street event scheduled for Friday, Oct. 24. Laura Colbert, parks and recreation director, presented the request and said the event will follow a layout similar to 2024, with adjustments to provide more pedestrian space and to relocate the “Touch a Truck” area.

Colbert said the 2024 event drew an estimated crowd of just under 6,000 people and that the proposed closure map (packet page 38) uses orange to mark closed streets, green for detours and red for barricade locations. She described an accommodation on Fulton Street to keep access through the block containing Mouse’s Art Supply while placing barricades on the west side of that block. She told the council, “We are gonna adjust the locations of the Touch a Truck to provide more space for the people that are walking, reduce congestion, enhance safety.”
Council action: Demetri Martin moved to approve the closures; Colin Dykstra seconded. The council approved the motion by voice vote.
Logistics: The event hours will be 4 to 6 p.m. on Oct. 24 rather than on Oct. 31. Colbert said the city coordinated the closure plan with the police chief and the event committee.
Next steps: The approved closure plan will be implemented by city staff and event organizers; Colbert and staff will handle barricades and detour routing per the map in the council packet.
