The Facilities Committee voted to forward a recommendation to the full school board to award the Edinburg North High School drainage construction contract to the highest‑ranked proposer, Synergy Development. Facilities staff said Synergy submitted the low base bid with contingency at $741,629 and scored highest on the committee’s ranking matrix.
Issel Posadas (project presenter) summarized the base scope: raising driveway elevations at key entries to keep street water from entering the site, installing subsurface drains and Type C inlet structures, and creating detention areas on campus to capture stormwater. Precinct 4 and Hidalgo County Drainage District No. 1 and the City of Edinburg were described as partners; staff said those agencies will help with excavation, hauling and fee waivers for landfill costs. Posadas said the committee recommended awarding only the base bid at this time because a proposed band practice‑field alternate would be disruptive during the school year.
Staff presented the procurement details: five bids were received, Synergy ranked first with 76 points and a $741,629 base bid (including a contingency allowance); the second‑ranked bidder scored 71.5 points with a bid of roughly $772,000. Posadas said the recommended award includes a contingency (about $150,000) to allow quick responses to unforeseen site conditions during construction. The presentation compared the low bid to earlier estimates and showed the project with alternates totaled about $3.287 million; Hidalgo County and Precinct 4 were shown in the packet as providing roughly $1.314 million in assistance for selected items.
Committee members asked about contractor background, prior work with the district and litigation checks; staff noted Synergy previously worked on a district park project and staff had checked references and litigation history. The committee approved a motion to place the item on the full board agenda and asked that the superintendent have authority to negotiate and execute the contract to meet county scheduling constraints; the committee chair called for a voice/hand vote and the motion passed to advance the item.
The committee recommended the base bid award and staff said they would present the award to the full board on Tuesday for final approval. If approved by the board, staff said construction scheduling will coordinate with county partners and district calendars.
