“So it is an aspirational plan,” Johnson summarized, describing the comprehensive plan’s role as a 20‑year vision that guides citywide policy and that will be jointly adopted by the City of Boulder and Boulder County. He asked the Landmarks Board to advise staff about the clarity, specificity and durability of preservation policy language and about emerging trends the plan should capture.
