Design committee members and staff reviewed the project and reported the work is substantially complete; committee members recommended an 80% payout now with the remaining 20% to be paid after the owner completes minor items such as some fascia and soffit repairs and missing siding visible from the sidewalk. The design committee unanimously recommended the partial payment as a variance from strict policy timing because the scope and quality supported the release of most funds.
Councilmember Adam Wahuski asked staff to list the outstanding tasks; staff described fascia and soffit work that is not visible from the road but can be seen from the sidewalk and said the remainder should be finished by Oct. 31. Council approved the motion to allow the partial payout; roll call votes were recorded and the motion carried.
