Public-works update: Harbor/16th and Emmett projects progress; lead service line and storm-drain work ongoing

Public-works staff gave an update on multiple construction projects and the city’s lead service-line (LSL) work during the Sept. 2 meeting.
Staff reported that Vinton Construction has installed all sanitary sewer mains and largely completed the Harbor/16th water main; crews completed pressure testing and were awaiting safe-sample results required before switching on services and connecting water services. Once water services are transferred and services/laterals are installed, storm sewer work will begin in roughly two to three weeks before pavement restoration.
Mammoth Construction completed the 2024/2025 service-lateral installations and planned final restoration and topsoil work; staff said Mammoth would begin backfilling and restoration work imminently. For the 2025 LSL program, staff said inspections and estimates for lead service-line replacements had been scheduled in the east-side area and that replacements will proceed once estimates and scheduling are complete. Public-works staff also reported emergency storm-drain repairs near city hall and noted demolition noise from a nearby private site (Family Video) unrelated to city projects.
Staff characterized overall progress as significant and expected pavement work to begin as laterals and storm work finish. No formal council action was required; staff reports were informational.
