The City Council awarded Contract 6-2025, for curb and gutter and paving in Sandy Bay Highlands Subdivision Number 3, to the lowest qualified bidder at $342,593.90.
City staff told the council there was only one bid received on Aug. 28 and that the bid exceeded the originally budgeted $296,000. To keep the project within available funding, staff recommended removing the planned asphalt paving of a pedestrian trail and leaving that trail in its existing gravel condition until funding allows paving in a future year. Staff said the trail is passable in gravel now and that adjacent segments are also gravel.
Funding for the project will come from a combination of about $102,000 in utility contributions and the Sandy Bay street capital account. Staff noted the city’s Sandy Bay street capital account carried approximately $450,000 prior to allocations and that a 10 percent contingency would be retained if needed. The council moved and seconded the contract award and approved it by roll-call vote.
Staff said final restoration and potential paving of the trail would be reconsidered in a future budget year when additional funding is available.
