Parks staff described the application as a relatively small grant focused on areas in the lower flood-plain section of Washington Park. Planned work includes planting native vegetation in the grass strip between the path and the river to improve water quality and to discourage Canada geese, which staff said congregate and contribute waste along the pathway.
Staff said the city would use parks and recreation staff labor as an in‑kind match — estimated at about $4,000 to $5,000 — rather than cash, and the grant funds would pay consultants (Stantec named by staff), supplies and contracted work. No city cash match was identified in the meeting.
Council members voiced general support, the council moved and seconded the resolution, and a roll-call vote approved the motion. The resolution authorizes staff to submit the grant application; final project scope and funding would be confirmed if the grant is awarded.
