The Oklahoma County Board of County Commissioners approved a renewed contract with SISU Youth Services (referred to in the record as CC/CSU/CSU) to complete architectural and design work, acquisition of owner's representative services, and pre-construction services for phase two of a campus intended to serve youth experiencing homelessness.

County staff said the previous contract's key performance indicators (KPIs) did not align with the project scope and risked jeopardizing reimbursement from the treasury department. The revised KPIs were adjusted to reflect the full project scope so the work can proceed within the county's funding framework.

Rachel Bradley, identified in the meeting as the executive director of the organization, described the program and the need: "Over the past 7 years, we have seen more than a 400% increase in youth experiencing homelessness in our community. Last year we served over 500 young people through our programs. We served more than 14,000 meals in our shelter and drop in center and we housed, more than 71 in our housing programs including, 11 babies of young parents." Bradley said the completed campus will provide on-site medical, behavioral and mental-health care, case management, skill-building classes and six transitional housing units.

Commissioners voiced support for early intervention and for the organization's role in addressing youth homelessness. One commissioner noted the county's recent point-in-time count and urged continued collaboration across city and county agencies. A motion to approve the new agreement passed by voice vote.
