Lake Bluff approves engineering agreement to study ravine stabilization between Birch and Bluff roads

The Village Board approved a professional services agreement on Sept. 8 with Hay & Associates (referred to in staff materials as Hay and Associates/"Hay and Associates") to design and bid a ravine stabilization project for the ravine between Birch Road and Bluff Road.
Village staff reported that continued erosion in the ravine has caused loss of table land in some rear yards on Birch Road and that, left unaddressed, further erosion could affect adjacent properties and the south side of Lake Bluff Road. The agreement covers design, permitting and bidding for stabilization work; the village engineer recommended approval.
Staff said the fiscal-year 2026 capital fund includes $35,000 for redesign and bidding and projects approximately $350,000 in fiscal-year 2027 for construction. If engineering is completed this fall, staff said they expect to develop construction estimates for the 2027 budget and to bid the project in spring for summer construction, with timing to be determined by the consultant based on optimal site conditions.
A trustee asked when work would occur given other ongoing infrastructure programs; staff replied that construction could follow in roughly a year depending on the consultant—s advice and weather conditions. The board approved the agreement by roll call.
Staff told trustees that the work supports goals in the village—s 2023 strategic plan related to ravine maintenance and improved stormwater management.
