Council awards resurfacing work for Delano Park splash pad; low bid rejected for failing specifications

The council moved to award the Delano Park splash pad resurfacing to Playground Solutions after the procurement office reviewed four bids.

Procurement (Chairman Sherrill, procurement) said bids opened Aug. 7 with four responses and recommended Playground Solutions of Ballington, Alabama, as the successful bidder. Procurement noted a lower $13,000 bid was received but that staff and procurement staff reviewed the submission and concluded it did not meet the project specifications. The winning bid discussed in the meeting was approximately $35,000.

Council members described the splash pad improvement as a high‑need project for families and children and did not raise objections during the presentation. The procurement recommendation was moved forward for council action as part of the meeting's business.

Why it matters: The resurfacing will bring a key family amenity back into service under contract with a vendor whose submission met the city's technical specifications. The contract amount discussed in the meeting was considerably higher than an unqualified low bid because of specification compliance.
