Tyler Water Utilities presented two consent-decree sewer projects and the City Council approved contracts on Aug. 13.
Why it matters: Both projects are part of the city's response to an EPA consent decree and are intended to remedy deteriorated gravity mains, manholes and system capacity constraints in identified sections of the sewer network.
Group 8 remedial measures (engineering agreement): Tiffany Curry, representing Tyler Water Utilities, said pipeline analysis completed the Group 8 assessment and staff requested authorization for an engineering services agreement with Pete Dawson Engineering for design of Group 8 remedial measures. The scope covers roughly 22,000 linear feet of gravity main and manhole remediation, divided into three construction packages (manhole work, traditional pipeline work, and specialty work). Estimated construction cost was presented as $12,200,000; the engineering fee is $2,806,600. The council authorized the city manager to execute the engineering services agreement and adopted a resolution reserving the right to reimburse expenditures from future debt (motion passed).
Capacity Group 2 – Sewer Site 13 C1 (construction award): Curry said Capacity Group 2 includes a segment of roughly 12,000 linear feet through the Midtown to medical-district area with pipe sizes ranging from 30 inches down to under 12 inches. Staff opened bids July 29 and recommended awarding the contract to CNA Construction as the low responsive bidder at $16,179,339.80 for Sewer Site 13 C1; the council authorized the city manager to execute the construction contract and reserved reimbursement rights from future debt (motion passed). Curry said the work will be predominantly open cut, with bores in critical locations.
Council action and context: The council approved motions to execute the contracts and to reserve the right to reimburse expenditures from future debt. Councilmembers moved and seconded the items (M1: moved by Councilmember Curtis, second by Councilmember Wynn; M3: moved by Councilmember Curtis, second by Councilmember Nichols) and both motions passed by voice vote.
What remains: Construction schedules, specific excavation methods in sensitive areas, and funding mechanisms (debt issuance or other reimbursement) will be finalized as the projects proceed. Curry noted prior modeling and assessment work by Pipeline Analysis and LNV that informed the project divisions and priorities.
Implementation notes: The Group 8 work will include alignment analysis to anticipate reroutes where necessary. For the awarded contract, staff reported three ongoing projects with the recommended contractor and prior satisfactory performance.
