The Clinton County Board of Commissioners on Sept. 2 agreed to a temporary grace period on posting new job positions through Oct. 1 while the county completes budget hearings. The motion passed 3-0 after discussion with County Council member Carol, who asked departments to avoid posting new positions during the budget process to prevent premature hires should budgets be cut. Carol asked the commissioners to "avoid posting of any positions between now and our budget hearings" and suggested Oct. 1 as a reasonable end date. Commissioners clarified that positions already posted may continue through hiring processes; merit and public-safety positions are exceptions and may be filled. The board and council said interviews may proceed for public-safety roles but that formal offers should be preceded by financial impact summaries to be provided to commissioners and council. EMS leadership said they would continue interviews for PRN EMTs but would present the projected budget impact before extending offers. The commissioners characterized this approach as a brief "grace period" rather than a hiring freeze and approved the procedural guidance 3-0.
