The Clinton County Board of Commissioners voted 3-0 Sept. 2 to approve Ordinance 2025-07, accepting the petition to annex East Jefferson Street into the town of Kirkland and to acknowledge that Kirk Street and East Monroe Street lie within Kirkland’s municipal boundaries. The petition was presented by J. Moore, who told the board that survey records and the town plat from 1836 show Kirk Street and that part of Jefferson Street as platted within Kirkland. "Kirk Street is being shown on the state of Indiana's inventory of roads as being in the county," Moore said, adding that the town has been maintaining plowing and routine care and that the listing on the state inventory should be corrected. Commissioner K. said the item had been discussed at prior meetings and that annexation or relinquishment language was the appropriate terminology to resolve the state inventory discrepancy. After discussion, a commissioner moved to approve the ordinance and a second was recorded; the chair announced, "Motion carries 3 0." The board directed staff to sign the related documents. The ordinance’s passage will prompt county and town staff to coordinate with the Indiana Department of Transportation and the county surveyor’s office to clean up the state roadway inventory records; the meeting record did not specify the administrative steps or timeline for INDOT coordination.
