Council delays new hires pending budget review; sheriff, recorder and extension request staffing approvals

The sheriff reported a resignation in the records division for a clerk who processes inmate trust-fund accounting and asked for permission to advertise the vacant, budgeted position. The sheriff said the request to open the recruitment was sent to human resources before a commissioners' directive to hold new hires and described the vacancy as time-sensitive because remaining staff are covering extra duties.
The recorder, Kylie, said Recorder's Office employee Beth Kinney will retire at the end of the year after 13 years and requested the council allow overlap so a new hire can be trained before the retirement. Kylie said she is prepared to begin recruitment in November if the freeze is lifted and noted the office has detailed, specialized work that benefits from overlap for knowledge transfer.
The extension office requested to combine two part-time positions and an extra-help line into a single full-time extension program assistant. Amy from extension said the office is operating with one full-time county employee and that combining roles would provide reliable office coverage and sustain programming across two counties the office serves. She said the 2025 budget includes salary and hidden costs for the position but asked the council to confirm sustainable support for 2026.
Council members responded that they will discuss these staffing requests during each department's budget slot and aim to provide a resolution by the end of the budget review period. One council member said getting through the budget would allow more informed decisions and avoid making hires that might require later layoffs.
