County staff described an assistance program that provides rental assistance, mortgage assistance, funeral assistance, utility support and transportation to eligible individuals, and said the application process follows Texas Veterans Commission guidelines.
A staff presenter said the program's intake increased after changes to staff hours and procedures: from October through March there were 25 intakes and from March through August there were 117 intakes. The speaker attributed the increase to flex hours that allowed more availability and to following required procedures.
The presenter said the program provides multiple forms of assistance but that there is a stringent application process “through TDC, the Texas Veterans Commission.” The presenter introduced Christine Jones as present at the meeting and indicated she had been involved in the intake process.
A commissioner asked how converting an unspecified position from part-time to full-time would affect the county's budget; the auditor replied she would have to calculate the budget impact. Staff also said they would adjust meeting schedules to accommodate participants’ availability and that they would speak with participants as they came in to clarify any scheduling changes.
The transcript does not include final administrative decisions on staffing levels or the program's budget beyond the auditor's statement that she needs to calculate the cost of any staffing change.
