Resident urges action on alley speeding, waste disposal and code enforcement in Old Town neighborhood

Resident Carl Krause addressed the council during visitors forum on Sept. 9, urging action on speeding in an alley near Corporate, Valley View, Piedmont and Teakwood; on dumped yard debris and tires on city property; and on what he said were inconsistent code‑enforcement responses.

Krause said the alley is effectively a downhill “Pinewood Derby” run from Corporate south to Valley View and that motorists reach speeds “probably 20 miles an hour or more” by the time they pass his home. He said three speed‑limit signs exist nearby but one sign is missing; he recommended police enforcement or speed cushions and suggested the best enforcement time would be morning commute hours. He said nonemergency calls to police had not produced a long‑term change.

On property and maintenance issues, Krause asked for mowing and removal of debris on several city parcels, pointed to a water‑service repair that left a meter set buried below the grass line and described recurring dumping of shrubs, tires and trash on city right‑of‑way.

City staff told Krause they would route his packet of concerns to the appropriate departments and that department staff near the council chamber were ready to follow up directly. The mayor’s office asked staff to reach out to Krause with explanations or a timetable and to provide an email record as a “paper trail.” No council action was taken at the meeting; staff committed to contact the resident for follow‑up.
