Staff described the redevelopment as closing certain driveways to improve circulation, adding landscaping, and constructing a new building with stone and brick veneer; the SUP is required in the local commercial district for a gasoline service station. Planning Director Richard Lukey confirmed the ordinance requires operation of a convenience store as part of the station; staff said the unified development code defines convenience‑store merchandise narrowly as food and convenience items.
Why it matters: staff told council that commercial properties that receive reinvestment are less likely to decline into marginal uses; the ordinance also requires a monument sign to control signage character. Councilmembers expressed support for eliminating an extra driveway near the intersection to improve safety and for improving the street‑front appearance.
Staff and the Planning and Zoning Commission recommended unanimous approval 7–0; there were no public speakers during the hearing. Council approved the ordinance 6–0.
