The council approved a rezoning and PD amendment for Lot 23A (804 Bullock Drive) to remove commercial zoning and a special-use permit for overflow restaurant parking so the owner may construct a single-family house subject to conditions including demolition of the paved parking area and a six-foot wood fence in lieu of a masonry wall.
The Coppell City Council voted Aug. 12 to approve a rezoning request (PD 198 SF-7 for Lot 23A) that removes a commercial district designation and a special-use permit from the rear portion of 804 Bullock Drive so the lot can be returned to single-family residential use and a house constructed.
Planning staff member Perron Boswell explained that the lot was split-zoned after a prior land-use approval allowed overflow parking to serve an adjacent restaurant (Dickies Barbecue). The property owner, Mohammed Jafar Hanif, seeks to demolish the paved overflow parking at the rear of the lot and build a home for his family. Boswell said the applicant will install a six-foot wooden fence along the property boundary in the area adjacent to commercially zoned property and requested the wood fence in lieu of a masonry wall; staff recommended approval of that PD condition.
Boswell said the Planning and Zoning Commission unanimously recommended approval subject to conditions requiring demolition of the existing paved parking prior to issuance of a building permit and allowing the wood fence in lieu of a masonry wall adjacent to commercial property. Council Member Prem Kumar moved to close the public hearing and approve the rezoning with the stipulations recommended by Planning & Zoning; Council Member Matthew seconded and the motion passed unanimously.
