The Planning and Zoning Commission on Thursday denied a request to allow Goodwill to operate a donation-only drop-off and warehousing use at 1090 East Sandy Lake Road. The commission voted 4-2 to deny an amendment that would have allowed roughly 100% of the 2,500-square-foot suite to be used for warehousing and distribution rather than retail. Mary Perrone Boswell, the city planner presenting the case, told commissioners the commercial zoning district restricts warehousing to 20 percent of floor area and staff judged the proposal inconsistent with the comprehensive plan and likely to create “a magnet” for illegal dumping and blight. The application called for donors to leave items at the drive-through or a parking area during posted hours and for Goodwill box trucks to collect donations at a rear roll-up door and transport them to a regional processing facility. Goodwill’s president and chief executive, Tim Heise, and the applicant’s representative, Alan Hinckley, said the Dallas-region Goodwill operation intends daily service and indoor handling of donations. “We get it out of your trunk. We get you in, we get you out, and we get you on your way,” Heise said, describing the valet-style service. Commissioner Cindy Bishop said she regularly uses Goodwill and has not observed the outdoor pileups shown in some pictures, but added that the proposal is inconsistent with the city’s plan and that she felt compelled to vote no. Commissioner Hayfmann moved to deny the amendment; Vice Chair Blankenship seconded. Roll call recorded four votes in favor of denial (Vice Chair Blankenship, Chairman Haas, Commissioner Haithman and Commissioner Bishop) and two opposed (Commissioner Donmeyer and Commissioner Mower). The denial leaves in place the current limit on warehousing in that commercial zoning district. Staff had recommended denial but also provided the applicant a list of conditions the commission could have applied if it had chosen approval, including no outside storage of donations, no trailers or storage containers, and sign compliance.
