The Tyler Planning and Zoning Commission handled multiple rezoning requests and site-plan matters at its Aug. 28, 2025 meeting, voting to deny one application, approve three and table another to allow plan revisions.
Key outcomes: staff recommended denial of Z25-019 (rezoning from C-2 to R1D to build two single-family homes) and the commission denied that request. The commission approved Z25-020 (rezoning to R1D to subdivide a 0.37-acre lot into four lots), approved Z25-021 (R1B to R2 to permit two-family development by applicant LATC Ventures) and approved Z25-022 (RMF to R1D for two single-family homes). The commission tabled Z25-024 (a planned multifamily/residential application proposing duplexes and single-family homes) for 30 days so the applicant could address site-plan deficiencies, including parking and density concerns raised by staff.
Why it matters: the decisions change the zoning and future land-use designations for several small parcels and will affect housing types, lot subdivisions and development density in the areas involved. Staff reviews for several items cited inconsistency with the Future Land Use Guide or the Unified Development Code—s dimensional and parking standards, and the commission used a tabling motion to allow applicants to revise plans rather than deny proposals outright.
Notable staff findings and developer responses: - Z25-019: City staff said the requested change from C-2 (general commercial) to R1D (single-family) would not align with the surrounding light-industrial/warehouse character and recommended denial. A motion to deny passed. - Z25-020: Staff recommended approval to rezone an R1A lot to R1D to allow subdivision into four lots; the commission approved the request. - Z25-024: Staff said the proposed site plan exceeded allowable density, did not meet minimum parking standards for the unit mix (1.5 spaces for one-bedroom units, 2 spaces for two-bedroom units plus visitor parking), and recommended tabling while the applicant revises the site plan; the commission tabled the item for 30 days. - Z25-021: Applicant Matthew Young (representing LATC Ventures) asked the commission to approve a rezoning to permit duplex or accessory dwelling development; staff recommended and the commission approved the request. - Z25-022: Staff found the rezoning generally consistent with approval criteria and the commission approved it.
Commissioners voted on each item; where staff provided a recommendation the commission followed staff advice for denial, approval or tabling. Several items drew no public opposition by mailed notice returns; staff reported that notices were sent and that no returned responses in favor or opposition were recorded for the items discussed.
Ending: Most items will proceed to the next steps required under city rules for subdivision and permitting; Z25-024 will return to the commission after the applicant submits a revised site plan addressing parking and density.
