Commission approves closure and replat of unimproved alley at North Glenwood Boulevard

The Tyler Planning and Zoning Commission approved the closure and replat of an unimproved alley right‑of‑way so the adjacent property owners could incorporate it into their parcels, city staff said.
City staff explained the alley had never been improved or used as a public alley and that approval would require the applicants to dedicate utility easements and drainage easements as needed. Of 16 mailed notices, staff said none were returned in favor or opposition. Staff recommended approval subject to replating the right‑of‑way within six months.
Applicants Marcus Winn and Stephanie Murphy spoke in support and told the commission they have maintained and cleaned the alley and wanted to make the ownership legal. Marcus Winn gave the address, 1907 North Glenwood Boulevard, for the record.
A motion to approve the closure (item C25‑003) was made, seconded and the commission approved the request.
