The Wichita Falls City Council on Aug. 5 approved a consent agenda that included the adoption and submission of the City’s 2025–2029 Consolidated Plan and the 2025 Annual Action Plan to the U.S. Department of Housing and Urban Development, acceptance and allocation of FY2025 Community Development Block Grant (CDBG) funds in the amount of $1,206,417 and reallocation of $100,000 in prior-year CDBG funds, and FY2025 HOME Investment Partnership Program funds totaling $349,094.
Included on the consent agenda were related administrative actions authorizing the city manager to execute HUD grant applications and agreements and to accept any HUD-approved revisions to the plans. Other consent items approved without separate discussion included:
- A $55,000 grant from the Pretty Foundation for replacement and addition of shelving at the Wichita Falls Public Library;
- A contract award for First Floor carpet replacement at the Wichita Falls Public Library (to AOC Construction);
- Reappointments to the board of directors of the Nortex Housing Finance Corporation;
- An interlocal cooperation agreement with Wichita County for collection of ad valorem taxes;
- A $1,049,599 contract award to Bowles Construction for the 2025 water distribution utility improvement project and large valve replacement;
- Purchase of two insulated garage doors for $66,200;
- Purchase of two Kubota rear-discharge mowers for $51,874.26 through Sourcewell cooperative; and
- Purchase of new children’s area library shelving for $60,225 from Library Interiors of Texas LLC.
The mayor called for a voice vote on the full consent agenda after confirmation there were no public questions; council approved the package. There was no separate public debate on these items during the meeting. Staff paperwork included budget and funding sources for each item in the agenda packet, and the city manager said he will begin distributing a new agenda transmittal letter to make item funding and purpose clearer to council and the public in upcoming packets.
