Road and Bridge staff seek flexibility for routine purchases; board weighs special meeting and preauthorization

During the operational portion of the Road and Bridge update, staff raised several procurement and equipment issues and asked the board for options to avoid delays.
Director Toth said the department needs to purchase heavy-equipment tires and wants the items in hand before Oct. 1 to avoid carrying funds forward. He asked whether a special meeting could be scheduled quickly so the board could approve the purchase. Commissioners advised that a special meeting requires 24 hours' notice and suggested staff coordinate with Clerk and County staff; one commissioner said he would be present on Thursday if needed.
The crew also proposed buying a remote-control trench compactor to improve culvert work. Staff described the machine, showed a short demonstration video (to be played at a future meeting) and gave a price of about $35,000. "They are remote control... It goes in there and it gives them a real deep compaction when they're working on those culverts," Toth said. Staff said the compactor can significantly reduce time spent on culvert work and the county recently saved several hours on a road-opening with similar equipment.
Commissioners and staff discussed routine purchasing authority. One commissioner suggested raising the director's signing authority from $20,000 to $100,000 for specific, preapproved items; Director Toth said he will prepare a resolution that would allow the director to sign contracts that the board has already approved so engineering firms and contractors can be paid and work can continue without administrative hold-ups. "I will be bringing one forward for you guys a resolution which I haven't written yet but I will be bringing it forward for contracts that have already been approved by the board so I can keep those contracts moving without having to come to you guys and put the engineering firms and everybody else on hold," Toth said.
Staff said they will try to bring tire and equipment purchase requests to the board this week via a special meeting if possible; if not, they will schedule the items for a meeting after commissioners return. The board directed staff to coordinate with the clerk and to prepare a clear memo and cost justification for any emergency or out-of-budget purchases.
