County approves $1.43 million change order to extend asphalt work, preserve $79/ton pricing

Bonner County commissioners on a unanimous roll-call vote approved a change order to the county's Bonner County Asphalt Projects 2025 contract to add paving work and preserve current asphalt unit prices. The motion approved an additional $1,426,687.06 to the contract and was recorded as approved by Commissioner Corny, Commissioner Williams and Commissioner Dawkins.
The change order will use state unanticipated revenue that the county received this year. Director Toth, Road and Bridge director, told the board the county received $2,546,970.54 in unanticipated state revenue and asked that $1,426,687.06 be allocated to the asphalt line for fiscal 2026 to cover the extra paving.
Toth said keeping the existing unit price is a public benefit because the county obtained a low unit price this year by bidding a large project. "Powell is willing to carry that the same prices that they give us this year, the $79 a ton," Toth said. He warned that rebidding the work next year would likely increase the price: "If I have to rebid it, I'm more likely than not gonna be paying closer to a $100 a ton."
The extra work described by staff would add about 5.5 miles to finish paving Clagstone (referred to in materials and discussion variously as Clagstone/Clangston/Gladstone) from Kelso Lake to Highway 41; staff said the additional paving would be carried into fiscal 2026 rather than being brought into the current fiscal year and then carried forward. Toth told the board he would present a separate resolution around Oct. 1 to formally bring the unanticipated revenue into the fiscal-26 budget line for asphalt.
A motion recorded in the transcript reads: "I move to approve the change order number 1 of the Bonner County Asphalt Projects 2025 contract for the unit prices listed and a total additional amount of $1,426,687.06." The motion was seconded and carried on a roll-call vote with Commissioners Corny, Williams and Dawkins voting yes.
The board did not record any public comment on the change order during the meeting.
Staff indicated there remains additional unanticipated revenue available after this allocation and that some of those funds may be used for planned bridge work. Director Toth said he would bring the formal fiscal-26 resolution for the unanticipated revenue to the board in October.
