Council approves nearly $5 million contract for Killeen Regional Airport terminal mechanical and security upgrades and hires Garver for construction oversight

The Killeen City Council approved two companion items on Sept. 2 to upgrade the passenger terminal at Killeen Regional Airport: a construction contract to replace and modernize the outbound baggage system, baggage claim carousels, boarding‑bridge glass panels and the terminal security system, and a professional services agreement for construction phase oversight.

Airport staff described the project scope and funding. The city received Federal Aviation Administration Airport Infrastructure Grants (AIG) to fund the design and construction phases; staff said 95% of the construction phase will be grant‑funded with a 5% match from passenger facility charges (PFC), resulting in no impact to the aviation department’s operating fund. The bid process produced three bids; the Trevino Group submitted the lowest responsive construction bid at $4,989,775 for base bids and selected alternates. Airport staff recommended awarding the contract to the Trevino Group and recommended Garver LLC — the engineer of record — for construction administration services under a negotiated agreement of $679,300.

Airport manager Wilson said the work addresses equipment beyond its useful life and will not cost the city’s aviation operating fund. “The city is getting a needed upgrade to our building at absolutely no cost to the city,” Wilson said. Council approved the construction contract and the Garver professional services agreement in separate motions; staff will execute contracts and manage required FAA documentation and on‑site resident project representative services during construction. Design work for a related terminal rehabilitation project was also approved under a separate $995,000 Garver agreement for design work to be phased over three years.
