Windmill Crossing public improvement district to levy annual assessments; public meeting set for Sept. 9

City staff briefed the council on Windmill Crossing Development's Public Improvement District (PID). The PID pays for landscaping, utilities administration, replacement service accounts, safety and security, insurance and other maintenance through annual special assessments on property taxes. Staff said the PID continues to be administered by a third party (P3 Works) and that the developer — Bembo Development — initially covers costs until PID funds are sufficient. Staff said assessments will be levied and collected annually and that a public meeting about the PID is scheduled for Sept. 9. Council members asked about nearby natural playas and maintenance responsibility; staff said responsibilities depend on recorded plats and homeowner associations, and that the city will follow up to determine actual maintenance obligations where questions exist. No council action was required. Staff said they are available to answer questions before the scheduled public meeting.
