The City of Odessa City Council approved a resolution to set a public hearing on Sept. 9 to consider operations and maintenance services and an amended assessment roll for the Windmill Crossing Operations & Maintenance Public Improvement District (PID).
Staff said the resolution is part of the PID process discussed in work session and is a procedural step to publish and receive public comment on the restated O&M service plan and proposed assessment roll. Council member Mitchell moved the resolution with a second from Council member Connell and the motion passed by voice vote.
Staff did not present additional financial details during the meeting; the scheduled public hearing will provide an opportunity for further discussion and public comment.
