The City of Odessa City Council voted to appropriate city funds for the proposed multi‑sports complex on Fadry Road and authorized payment to SportsMed Properties LLC for construction plans after staff confirmed plans were delivered.
City staff told the council SportsMed provided complete construction plans as required under a development agreement executed in October 2024 and that the company is owed $2,369,998.28 under that agreement. "They have provided the complete construction plans to the city. So, therefore, they have fulfilled their end of it," said Mr. Smith, a city staff member. Staff emphasized that the city will not cut the check until internal reviews and an external plan review by Bureau Veritas are complete.
Separately, the council formally appropriated funding to cover remaining portions of the sports‑complex project. Staff said the city had received $40,000,000 last Tuesday, and that an additional $75,000,000 from excess general fund reserves and $15,000,000 from hotel‑motel funds—previously uncommitted and unreserved—would be earmarked for the complex. The city described those amounts as funds already in the bank to be assigned to the project.
Council members moved and seconded the related motions; both the resolution to authorize payment (conditional on final plan acceptance) and the appropriation ordinance passed by voice vote. Staff said SportsMed representatives will be on site Thursday and that permit activity will begin once plan review and related steps are complete.
