City planning staff member Maria described the site as vacant and within city limits near heavy and light-industrial zoning, said the request aligns with Odessa’s comprehensive plan, and reported that two notices were sent with no approvals, protests or returns. The applicant was identified in staff remarks as Andrew Mattingly and agent SW Howell.
The council opened the public hearing, received no public speakers, and voted unanimously to approve the rezoning after a motion and second were recorded.
Staff noted the rezoning would be compatible with nearby industrial uses; no additional conditions or limits were added on the record.
