Public-safety, visibility and maintenance questions raised as staff recommends Blink Signs for KOB digital sign

Staff presented a recommended contractor and design options for a digital sign to be located at 814 West 40 Second Street (KOB facility) and described the sign as a double-sided pylon intended to display community announcements, safety messages and department information.
Staff said bids were opened Aug. 21 and selected Blink Signs as the best-value bidder (staff reported Blink’s price around $88,959.70). Staff explained a competing lower bid (~$79,000) would place the sign in a less-visible location; a monument (option B) design was both less visible and more expensive (~$91,000). Staff said local bidders included AlphaGraphics and United (one presenter said Blink is based in Ohio).
Council members asked about site placement (sign will be on the right side westbound before the tunnel), visual distraction concerns and ordinance compliance. A council member noted existing large digital billboards around town that display moving imagery and urged the department to ensure the city-owned sign complies with local sign rules and that maintenance be planned so failed panels are promptly repaired. Staff said the department will follow ordinances and maintain the sign.
No formal contract award occurred in the workshop; staff presented the recommended award and answered council questions for a future formal action item.
