The Public Safety Committee on Sept. 8 approved crosswalk adjustments on Oxmoor Road at Saint Charles that will relocate and straighten pedestrian crossings, remove the existing east-side crosswalk at the intersection, and require ADA-compliant curb cuts and signal-pole work. The committee voted 5-0 to send the consolidated ordinance forward.
City staff presented satellite and schematic views showing a crosswalk currently angled from the entrance to Odie's to the northwest corner; the approved change will swing that crossing so pedestrians walk more directly across and avoid stepping into parking spaces. Staff said straightening the crosswalk will require a curb cut to meet Americans with Disabilities Act (ADA) standards and that the work was included in the next fiscal-year sidewalk budget for related curb-path improvements.
Committee members discussed an earlier “phase 1” design that would have built a bulb-out to remove a truck turn lane; staff and councilors agreed that bulb-out would prevent delivery trucks from making a needed turn behind businesses, so phase 1 will be dropped. The committee directed staff to consolidate the crosswalk-related items into a single ordinance; that ordinance as discussed removes the existing east-side crosswalk and adds the relocated crossing on the west side of the intersection. Staff said the relocation will likely require adding or moving a signal/push-button pole on the intersection.
Council members and staff clarified that the change was intended to improve pedestrian safety by keeping walkers off parking spaces and shortening crossing distance; staff also noted the project will rely on sidewalk and curb funds already budgeted for next year. The action was recorded under agenda code 20 O 08:25 and was approved 5-0 with no amendments recorded during committee action. The committee also took several older ordinance items off the table during the meeting and dropped item O10121 from further consideration.
