Airport consultants propose Phase 4 PFAS schedule, seek MassDEP deadline extension

Airport environmental staff and consultants updated the Nantucket Memorial Airport Commission on Aug. 12 about PFAS investigation and remediation planning, including an expected request to the Massachusetts Department of Environmental Protection (MassDEP) for extended Phase 4 deadlines.
Madison Collins, the airport’s environmental coordinator, reported that "groundwater sampling ... started in late July" at the Airport Gas and at Statute (State) Park, and staff are building a live PFAS dashboard that will track monitoring results and water‑use restrictions. Collins also said the airport has received bids for disposal and cleaning of ARFF trucks and had task-order authorization to sample the fuel farm.
Consultant Richard (given name in transcript as "mister Macarius") and the airport’s engineering team described Phase 4 as the remedial-design and implementation phase for source-area cleanup. The consultant said MassDEP had indicated willingness to grant timing extensions and that the airport is preparing a letter asking to submit the Phase 4 implementation plan by June 30, 2027, with a Phase 4 completion statement by June 30, 2028. The consultants recommended pursuing that consent-agreement mechanism so regulators have a formal schedule and the project team has time to complete designs and remediation work.
Commissioners asked for more cost/benefit detail on proposed remedies and for a focused meeting to discuss technical options, including whether to integrate the terminal geothermal system as a treatment component for some flows. The consultant and airport manager agreed to meet with commissioners in the following two weeks to review options and report back before the next commission meeting.
No formal vote was recorded on the schedule request; commissioners supported preparing the MassDEP submittal with the consultant-recommended dates and directed staff and the licensed site professional (LSP) to finalize plan verbiage and submit the extension request.
