Members approved hiring SCS LLC to perform building-envelope commissioning for Norton Elementary School and Barnum Elementary School, voting unanimously to amend the Arcadis contract to include the subconsultant.

Rich Gussenberg, staff member, presented the proposals and said the district solicited SCS’s proposals to provide building-envelope commissioning — an inspection and verification process distinct from prior mechanical, electrical and plumbing commissioning work. "We solicited their proposal so that we can get building commissioning for the envelope," Gussenberg said.

The Norton amendment is for $33,500 plus Arcadis markup, bringing the total amendment value to $36,850. The Barnum amendment is for $39,500 plus markup, totaling $43,450. The board approved the Norton amendment first; a motion and second were made and the measure was "passed unanimously," according to the meeting transcript. The Barnum amendment passed unanimously as well.

Gussenberg explained the amendments will be carried under the district’s existing Arcadis contract to expedite onboarding rather than wait for a new RFP process that would delay work until at least September. "The reason why we're putting it under our contract is so that we can get them on board, quickly," he said.

Board members asked how SCS would verify components that are already installed and cannot be inspected directly. A member raised that foundation waterproofing and the vapor retarder under the slab have been built and buried. Gussenberg said the consultant would rely on photographs and field observations to verify those items. "We're gonna rely on photographs," he said.

A board member noted a prior commissioning contract had focused on mechanical systems and that this envelope commissioning covers different elements of the building. The item documentation included Arcadis reference numbers for each amendment; the Norton line item referenced Arcadis 301771177 and the Barnum item referenced Arcadis 30180320.

No additional conditions or amendments to the proposals were recorded in the transcript. The committee’s next steps are to finalize the contract amendments and onboard SCS under the Arcadis agreement.
