District staff and Johnson Controls presenter Aaron Alibrio described a proposed Energy Performance Contract (EPC) that would add solar generation at the two new elementary schools and across the district, plus a possible natural‑gas fuel cell at the high school.
Ben (district staff) framed the request as a go‑ahead on siting and sizing rather than an immediate funding request: “The request tonight, is not as request for money, because the Energy Performance Contract pays for the installation of solar.” Aaron Alibrio said the recommended layout includes roof panels and carports to increase generation, explaining that oversized production at the new schools could generate revenue or credits that would be reinvested in older buildings.
Alibrio gave production and siting details and the program rationale. He said a 162.4 kW carport layout would require roughly 8,960 square feet of panels (about 55 parking spaces) and — using the firm’s preliminary numbers — “this solar array is gonna contribute almost half a million dollars of unidentified scope in your other buildings.” He said the EPC is intended to remain budget neutral by using energy savings and solar credits to finance other infrastructure work (for example, air conditioning at Doolittle School was identified as a possible reinvestment target).
The presentation covered program‑level risks and timing. Alibrio noted federal and state incentive changes and supply chain constraints: phasing of Investment Tax Credit rules and recent state actions affecting fuel‑cell program status were discussed as program risks that make earlier contracting advantageous. He also noted that some carport installations may require planning/permits and that specific carport locations could be adjusted during design. The firm and staff stressed there is flexibility on exact siting while maintaining planned production targets.
Committee members focused on appearance, location and approvals. Several members said they support maximizing solar but asked for renderings showing panels on the building facades and carports before a formal commitment. One architect‑committee member noted uncertainty about visual impact on the front elevations and asked Johnson Controls to show what panels would look like on the finalized building façades. Staff agreed to prepare renderings for the committee’s next meeting and said a formal vote would follow. Johnson Controls also reported the firm had completed structural reviews for several rooftop locations and that rooftop arrays at Norton would be roof‑mounted rather than on carports.
On the fuel‑cell option, Alibrio said the project includes an energy server proposal (two 325 kW units were discussed, with high‑school site infrastructure making that location favorable) but that program qualification is still pending and the firm would know program status by November. He said the fuel‑cell option can be structured to sell energy programmatically to other municipal accounts if that proves beneficial.
Next steps: staff and Johnson Controls will produce visual renderings for the two new school sites, refine locations to meet planning/permit constraints and return with a formal recommendation and contract language for committee approval. The committee signaled general willingness to proceed but withheld approval pending the requested visualizations and final contract language.
