Simsbury staff selects finalists for zoning‑rewrite presentations; commission to hear finalists Oct. 6

Staff briefed the zoning commission on progress toward selecting a consultant to perform a comprehensive zoning rewrite. After evaluating six proposals, staff said it had scored submissions on experience, team composition, prior municipal work, price and approach and reduced the pool to finalists. Staff will circulate the RFP, scoring matrix and staff memo to commissioners and invite the finalists for presentations at a special meeting on Oct. 6 beginning at 6 p.m.
Staff recommended three finalists be scheduled for the Oct. 6 meeting with roughly 25 minutes each (presentation plus Q&A); commissioners discussed whether the panel should expect to make an immediate selection that evening and agreed no decision is required on Oct. 6—follow‑up sessions can be scheduled if commissioners want additional review. Staff said it will provide the submissions and scoring to commissioners in advance.
Commissioners asked about price ranges and staff said one proposal was substantially over budget and would not be recommended; another proposal had a lower price in part because the firm had prior experience in town. Commissioners emphasized the importance of comparing written proposals, references and the presentations together before making a selection.
Staff will schedule three 45‑minute blocks for Oct. 6 to accommodate 20‑ to 25‑minute presentations and commissioner Q&A, and will notify finalists and post the agenda.
