Resident asks Riverview council to publish policies online; mayor defends limited closed sessions

During the public-comment period at its July 21 meeting, Riverview resident Ken Kielman asked the council whether its internal policies are available online and requested explanations for matters decided in a recent closed session.
Kielman told the council he had previously raised the topic and said, “I want to know if there's any update there, and if they're not online, is there any intention of making them available?”
Mayor Swift and city staff responded that some council policies are being updated and that, in the meantime, policy documents are typically available at the city manager's office or the clerk’s office by request. Councilmember Workman suggested making the policies available for inspection at the clerk’s office; staff agreed.
Kielman also asked for explanation of “a couple of important resolutions or motions” passed in a closed session. Mayor Swift said the council uses closed sessions for contract-sensitive or bargaining-related discussions and that formal votes on conclusions occur in public. During the meeting the mayor summarized two outcomes from the recent closed session: advertising an official landfill closing date and moving forward on design engineering for a landfill water-treatment plant. The council did not take additional public action on those items at the meeting beyond that summary.
Staff said they are updating outdated policies and can make current policies available upon request. No formal timeline was set at the meeting for publishing the policies online.
